According to the American Department of Veteran Affairs (VA), a disability rating is assigned to the vet after establishing their type of disability or combined disabilities.
Determining Disability Rating
The VA says veteran ratings are determined using information given by the vet, which includes medical examinations, doctor’s findings, and tests. It will also look at the result of the Veteran Affairs claim exam, also referred to as the C&P (Compensation and Pension).
Severity and Payout
According to the United States Army, the severity of the disabilities occurring from the disease or the injuries while on duty determines how much the payout will be.
Multiple Disabilities
The VA notes that the rating for determining multiple disabilities for a veteran is determined by a system called “whole person theory.”
“Whole Person Theory”
Whole person theory is there to eliminate compensating for more than 100%. The disabilities are calculated as percentages but will never exceed 100%.
Disabilities Before Service
The program also determines whether a vet who receives funding for a pre-existing disability before service is eligible for benefits for the pre-existing one. The severity of the pre-existing condition before the war will also influence whether an individual is eligible.
“Won’t Be Cut – But Limited?”
Project 2025’s spokesperson told Varify in an interview that there was no way they were going to cut vets’ benefits, but to some extent, there were just limitations if they had been receiving it ongoing.
Veterans Schedule
The Veterans Affairs Schedule for Rating Disabilities (VASRD) is something the VA uses when evaluating the severity of a veteran’s disabilities to determine eligibility. The VASRD also forms part of adjudicating any disability claims.
Claims and Benefits May Change
According to Verify, the 2025 Project may adjust what veterans are getting now and later possibly change it to less or a shorter period.
Medical Conditions May Be Worth Lower Ratings
With the project, veterans putting in disability claims may notice benefits for specific disabilities may be lower. In other words, what a vet is being paid now as disability might differ for a vet who applies after implementing Project 2025.

According to Executive Government reports, the project plans to cut the first 50% of federal staff and then move to axe a further 75% during the span of four years.

Allegedly, the initiative of Project 2025 is also said to risk running operations on skeletal staff after 75% is cut. This could contribute to possible inefficiency.
